Handgun transfers add the state Application and Record of Sale. The check costs two dollars per buyer, plus a three dollar surcharge on each firearm bought from a dealer. Open carry needs no license in most of Pennsylvania. A License to Carry Firearms is what lets you carry a handgun concealed, or keep one loaded in a vehicle, and the vehicle rule applies whether you are driving or parked. Applications go to the Allegheny County Sheriff, or to the Philadelphia Chief of Police for city residents. You must be 21, the office has 45 days to investigate, the license runs five years, and counties collect a twenty dollar fee. Philadelphia adds its own street-carry rule under 18 Pa.C.S. 6108.
Firearms deer season for 2026-27 opens Nov. 28 and closes Dec. 13 statewide, and every Sunday inside those dates is open. Firearms bear runs Nov. 21 through Nov. 24, with extended days in some Wildlife Management Units. Legal deer and bear arms are manually operated centerfire rifles and handguns, muzzleloaders, or centerfire shotguns firing single projectiles. Semiautomatic rifles and buckshot are not allowed. Philadelphia County is limited to bows and crossbows, and the other Special Regulations Area counties restrict rifles, so read that page of the current digest.
Pittsburgh is in WMU 2B, which carries some of the longest archery and extended antlerless dates in the state. State Game Lands 203 in northern Allegheny County holds hunting ground plus rifle, pistol and archery lanes.
Allegheny County is a Special Regulations Area, so deer arms are restricted here, and the state purple paint trespass law does not apply in this county.
