Waterfowl Hunting in Pennsylvania: Four Zones, One Rule Book
Duck hunting in Pennsylvania means learning a zone map before you learn a marsh. The state runs four duck zones with four different sets of dates, and a hunter on the Susquehanna at Sunbury and a hunter on Presque Isle Bay are working entirely different calendars. This guide covers the 2026-27 zones and dates, the licenses and stamps, and the arms rules. General information, not legal advice, current to September 2026.
Licenses and stamps
Four pieces of paper, and you need all of them:
- A Pennsylvania general hunting license, or a mentored permit.
- A Pennsylvania migratory game bird license. This one covers ducks, geese, doves, woodcock, brant, coots, gallinules, rails and snipe.
- A federal duck stamp if you are 16 or older. The electronic version is now valid for a full waterfowl season, and a physical stamp must be signed across the face.
- A snow goose permit if a conservation season is held and you intend to hunt it, with a mandatory activity report afterwards.
The four zones
The boundaries matter more than they look. The Lake Erie Zone is Lake Erie itself, Presque Isle, and the strip within 150 yards of the lake shoreline. The Northwest Zone sits south of that and takes in all of Erie and Crawford counties plus the parts of Mercer and Venango counties north of Interstate 80. The North Zone is the country east of the Northwest Zone and north of a line that follows I-80, Route 220 and I-180 across the state to the Delaware River. The South Zone is everything else, which means most of the Susquehanna valley, the lower Juniata, the Allegheny pools below Interstate 80, and all of the southeast.
2026-27 duck dates
- Lake Erie Zone: Nov. 2 to Jan. 9.
- Northwest Zone: Oct. 10 to Nov. 27, then Dec. 21 to Jan. 9.
- North Zone: Oct. 10 to Oct. 24, then Nov. 17 to Jan. 9.
- South Zone: Oct. 10 to Oct. 17, then Nov. 18 to Jan. 18.
Seasons for ducks, sea ducks, coots and mergansers run concurrently inside each zone. The daily limit is six ducks, with sub-limits inside it: four mallards of which no more than two may be hens, three wood ducks, three pintail, two black ducks, two redheads, two canvasbacks, and scaup at one or two a day depending on the calendar window. Mergansers are five a day with hooded mergansers now counted inside that total. Coots are 15. Possession limits are triple the daily limit.
No Sunday hunting
This is the rule that surprises hunters who follow Pennsylvania deer seasons. Sunday hunting is now open for almost everything in this state, and every Sunday inside a listed season is fair game, with one carve-out: migratory bird hunting stays closed on Sundays for 2026-27. Crows are the exception to the exception. Plan a two-day weekend trip around Saturday, not Sunday.
Arms, shot and boats
Shotguns no larger than 10 gauge, manual or semiautomatic, with capacity held to three shells in the chamber and magazine combined. If your gun holds more, it must be plugged with a one-piece filler that cannot be removed without taking the gun apart. Bows and crossbows are also lawful. Only nontoxic fine shot up to and including size T, which is .20 inches, is legal for waterfowl, and hunting waterfowl with lead shot is prohibited outright. Steel in 2, 3 and 4 covers most work; the denser bismuth and tungsten loads buy you range if you want to pay for it.
On the water, you may not shoot from a motorboat or sailboat until the motor is off and the sail furled and the boat has stopped moving. A loaded firearm in a boat under power is a separate violation. Sink boxes are banned, as is driving or rallying birds with a boat. Electronic decoys are allowed for waterfowl, and so are the ice-eaters that keep a decoy hole open in a hard freeze.
Where the birds are
The Susquehanna is the backbone of Pennsylvania duck hunting. The main stem from the Sunbury forks south through Dauphin and York counties holds wood ducks and mallards early, then divers, mergansers and Canada geese as northern water locks up. Island hunting and shoreline blinds on the South Zone stretch stay productive into January because the river rarely freezes hard. The West Branch above Lock Haven and the North Branch around Towanda are smaller water and better suited to a jump-shooting float than a decoy spread.
At the other end of the state, Presque Isle Bay and the Lake Erie shoreline hold rafts of divers and sea ducks in a season that does not open until Nov. 2 and rides into January. That is big-water hunting with the weather that implies. Inland, Crawford County is the strongest inland waterfowl county in Pennsylvania, with Conneaut Marsh, Pymatuning and the Geneva Swamp game lands drawing hunters from Ohio and New York as well. The Allegheny River pools above Kittanning are a quieter option with good early wood duck shooting.
Gear that earns its keep
A 12 gauge with a modified or improved-modified choke, waders that actually fit over layers, a dozen mallard decoys and a half dozen divers, a hand call you have practiced with, and a way to keep shells dry.
